On May 21, 2009, the Energy and Commerce Committee reported the American Clean Energy and Security Act.  The legislation aims to create millions of new clean energy jobs, enhance America’s energy independence, and protect the environment.  The National Conference of Black Mayors has produced a policy brief that outlines the key provisions and issues related to the legislation.
