The National Conference of Black Mayors has created an opportunity for both rural and underdeveloped communities to create a greater quality of life through both economic and housing development. NCBM continues to work in engaging in both economic and housing development through the leveraging of private and public partnerships and resources. This goal will be accomplished by leveraging federal, private and foundation resources; creating synergies to develop untapped rural and urban markets; building and developing resources that address infrastructural issues, using new technologies; collectively utilizing tools such as New Market Tax Credits, Historic Preservation, Low Income Housing Tax Credits, 501(c)3 Bonds, and other creative financing opportunities.

NCBM has demonstrated a successful program entitled, “State-based Approach to Small Cities Development.” The U.S. Department of Housing and Urban Development funded this program under which NCBM coordinators provided technical assistance to eight state administered block grant programs. A total of more than $3 million n approved funding was allocated to participating municipalities in state administered block grant funding.
